Step 2: Prepare Your Requirements
 
Before mailing your application, make sure you have: 
  • Accomplished Application Form
  • Cedula
  • DTI/ SEC/ Permit
  • CEMRO Certification
  •  Fire Safety Inspection Certificate
  • Annual Electrical/ Mechanical/ Building Inspection Certificate
  • S.P.A. Sec Certificate (if representative)
  • Contract of Lease (if renting in the City Government property)
  •  BIR/ ITR or Notarized Sworn Statement of Gross Sales and Receipts of preceding year (Renewal only)
  • Zoning/ Location Clearance (for New Business, Change Location, New Line of Business)
Note: Incomplete requirements may delay processing. 
 
Step 3: Mail Your Application

Send your documents via PHLPost Domestic Express Mail.
Include the following in your envelope:
  • Completed application form and all requirements
  • Self-addressed Stamped Envelope - Express Rate (for return of your permit)
  • Express Return Receipt (for tracking and confirmation)

Step 4: Track Your Mail
 
Through tracking.phlpost.gov.ph, you can:
  • Monitor your mail in real-time
  • Ensure your application is received and processed

Step 5: Processing of Your Permit
  1. Your application will be delivered directly to the Business Permits and Licensing Office (BPLO) for document verification and processing.
  2. City Treasurer's Office will assess the records, including taxes, fees and other charges. Payment must be maid through the official payment portal.
  3.  The BPLO will secure photocopy all submitted requirements for the issuance of Mayor's Permit and the corresponding Sticker or Business Plate.
